Таким образом местные власти пытаются возродить заброшенные территории. На участке можно строиться, вести хозяйство. Продать его нельзя.
Владимир и Андрей вовсю планируют, как и что построят на своей земле. Они давно мечтали о теплицах, чтобы выращивать круглый год овощи и фрукты себе и на продажу. А теперь друзья узнали, что в регионе принят закон о родовых усадьбах, и захотели поселиться в своей такой. Насовсем.
Андрей Куракин: "Это возможность изменить образ жизни. Жить в согласии с природой, чтобы дети росли".
Участки размером в 1 гектар давать будут в аренду на 49 лет. О желании стать землевладельцем написать нужно в местную администрацию. Тем, кто прожил в области меньше 3 лет, даже просить не стоит – откажут. Остальных заранее предупреждают об условиях.
Анатолий Попков, генеральный директор ГУП "Фонд поддержки ИЖС": "Участок нельзя будет продать, поделить на более мелкие части, чтобы заняться бизнесом. То есть будет обременение. Этот участок можно будет только передавать по наследству".
Почти все земли - заброшенные хутора и села, но там уже есть электричество, колодцы и родники. Сами сотки новым хозяевам ничего не будут стоить. Заплатить придется только за их оформление примерно 60 тысяч рублей. Плюс земельный налог - в разных районах области это от 1 до 5 тысяч.
Это сейчас здесь голое поле, а уже через несколько месяцев на это месте появится родовая усадьба. Новые хозяева наверняка захотят построить большой дом, рядом посадить деревья, чтобы получилась роща. Потом сад, огород. И все это за живой изгородью.
Игорь и Татьяна Аникаевы переехали 9 лет назад.
Игорь Аникаев: "Все делали сами, своими руками. И дом - доски привозили, и вагонку, и рамы делали сами".
Теперь на своих двух гектарах у них настоящая ферма. Аникаевы делают масло и сыр. А еще мебель и стройматериалы. Что-то продают, что-то - для себя.
За ними на хутор Васильев потянулись и другие семьи. Стали развивать хозяйство и почти вымершее село возродилось. Помимо выделения земли, в рамках проекта людям будут помогать проводить воду и газ, строить дороги и давать кредиты на новые дома.
В очереди на участки под родовые усадьбы уже 80 семей. Землю им обещают в ближайшие несколько месяцев - к передаче уже готовы 200 гектаров. А в перспективе это будет 16 тысяч. Если все пойдет по плану, в Белгородской области заброшенных сел со временем не останется.

Белгородские думцы узаконили родовые усадьбы

Сегодня в рамках 43-го заседания Белгородской областной Думы депутаты приняли закон, ранее анонсировавшийся как проект «О родовых поместьях в Белгородской области». Название законопроекта в итоге изменили, а думцы проголосовали за весь закон в целом. Против новации высказались только коммунисты.
Начальник областного департамента имущественных и земельных отношений Валерий Шамаев, защищавший сегодня в Думе законопроект, отметил, что название «поместья» ввиду не очень хорошего восприятия помещиков в обществе решено заменить «усадьбами». Таким образом, в итоге закон обрёл имя «О родовых усадьбах в Белгородской области».
Напомним, что инициатива призвана узаконить на региональном уровне понятие «родовые усадьбы». Теперь по аналогии с получением участка по наработанной схеме в ИЖС будут создаваться и усадьбы в заброшенных сёлах и хуторах.
«Принимая этот закон, мы уже можем приглашать людей создавать такие усадьбы?» – спросил спикер регионального собрания Анатолий Зеликов. Валерий Шамаев ответил утвердительно.
Сомнения в работоспособности закона высказали только коммунисты. Глава фракции КПРФ Сергей Демченко, в частности, отметил, что сами владельцы усадеб не смогут обрабатывать большие площади земли и будут эксплуатировать труд других людей. Кроме того, Демченко выразил непонимание, каким образом к заброшенным землям подведут коммуникации и как будет оказываться поддержка за счёт бюджетных средств. Валерий Шамаев подчеркнул, что родовые усадьбы целиком вписываются в существующую в области программу поддержки ИЖС. Впрочем, аргументы на коммунистов впечатления не произвели. Большинством голосов Дума приняла закон в целом. Против проголосовали лишь трое из четырёх членов фракции КПРФ. Из коммунистов поддержал закон только Василий Алтухов.
Развивать родовые усадьбы, к слову, призвал сегодня и губернатор Белгородской области Евгений Савченко. Желание создавать свои усадьбы целыми семьями из нескольких поколений, по мнению губернатора, – «естественная реакция русских людей на избыточную урбанизацию».

Мегре о событиях в Белгороде
28 февраля состоялась встреча В.Н. Мегре с жителями Родовых поместий поселений Родное, Ладное, Заветное, Солнечное, Мирное, где Владимир Николаевич делился последними новостями.
А именно: В Белгородской области принят закон о Родовой Усадьбе.
В.Н. Мегре сообщил, что давно следит и наблюдает за этим процессом, он очень обрадовался принятию этого закона. Инициатором закона был Губернатор Белгородской обл. Евгений Савченко. Прежде чем закон был принят, губернатору пришлось преодолевать определенное сопротивление.
В принятом Законе земля, размером не менее 1 га, выдается бесплатно, без права продажи с правом перехода по наследству. Так же в населенных пунктах, где будут строиться Родовые Усадьбы, государство за свой счет планирует провести дороги, свет, а в будущем планируется постройка школ. Также, рассматривается вопрос о возможности выделения кредитов на 15 лет под 1% строителям Родовых Усадьб.
В.Н. Мегре обратился с просьбой ко всем собравшимся:
"Губернатор Евгений Савченко, во время этого процесса столкнулся с трудностями и сумел их преодолеть, давайте его отблагодарим и отправим телеграммы с поздравлениями губернатору Белгородской области".
Я думаю, губернатору надо обязательно сказать спасибо и в ближайшее время планирую отправить ему поздравительную телеграмму.
Представляете, как здорово, уже на уровне губернатора открыто обсуждаются вопросы строительства Родовых Поместий, да не просто обсуждаются, но еще и законы принимают. В конце встречи В. Н. Мегре добавил, что губернатор Савченко в одной из встреч со своими оппонентами заявил: - "А ПОМЕСТИЗАЦИЯ РОССИИ ВСЕ-ТАКИ БУДЕТ!"

Добро пожаловать в Родовое Поселение "Живая Картина"
Мы приглашаем читателей книг В.Н. Мегре в Ведрусское поселение Родовых Поместий России "Живая картина", расположенное на границе с Московской областью возле поселения "Славное", в Ясногорском районе Тульской области. Расстояние от Москвы - 115 км (от МКАД по Симферопольскому шоссе) или 125 км (по Каширскому шоссе).
На протяжении трех лет мы готовились к открытию поселения, которое состоялось в конце апреля 2009г. Проделана вся необходимая работа, связанная с поиском земли подходящей для создания экопоселения, её приобретением, разделом земельных массивов на отдельные участки - будущие Родовые поместья. Осуществлено межевание (установка колышков), постановка на кадастровый учет и регистрация всех земельных участков. Нам удалось сделать все возможное, чтобы вопросы, связанные с бюрократическими процедурами, не тормозили развитие поселения.
Полностью оформленная земля для каждого поместья в отдельности и отсутствие испытательного срока позволяют участникам сразу приступить к освоению своего Родового Поместья. Уже к осени 2009г. в поселении появилось несколько бытовок и колодцев, одна семья успела возвести жилой дом.
Общая площадь поселения составляет более 300 га земель сельскохозяйственного назначения с разрешенным использованием "для ведения крестьянского (фермерского) хозяйства" (становиться фермером нет необходимости, а главное - не запрещено строительство жилых строений в любом количестве - в отличие от земель, с назначением "для садоводства"). Территория родового поселения состоит из 125 поместий, расположенных по обе стороны ключевой речки Восьмы в районе деревень Любижи и Картино, состоящих из десятка домов.
Отсутствие сквозных проездов и ближайших сел создают атмосферу обособленности и растворенности в природе. Местность уже не напоминает собой таежные равнины Подмосковья и соседних областей с глухими лесами и множеством комаров, но, в то же время, еще не становится степной и пустынной, как в южных частях Тульской области или более южных областях. С холмов открываются завораживающие панорамные виды. Между давно не пахаными полями множество ручьев и перелесков. Глубина грунтовых вод порядка 6-9м (в октябре при 10 метровой глубине колодцев вода заполняет от 2 до 4 колец).
Совместно с организаторами нескольких поселений родовых поместий России, мы пришли к однозначному выводу, что относительно быстрая передача участков в частную собственность ставит под угрозу дальнейшее успешное развитие родового поселения, поскольку могут возникать индивидуальные поместья, хозяева которых не будут вовлечены в процесс решения общих задач. К тому же, пустой или заброшенный участок, еще не представляет собой Родовое Поместье, поскольку на нем не проживешь без утепленных построек, воды и т.п. Полноценным Родовым Поместьем участок становится, когда Род обретает место своего нахождения - Род по месту.
Мы считаем, что отличительной особенностью родовых поселений от дач и сел, как раз и является то, что распоряжение землей - достояние не только семьи, но и всего поселения (коллектива), а право владения, пользования, а также передачи по наследству земли Родового Поместья, должно принадлежать исключительно каждой семье в отдельности.
В качестве оптимальной формы владения землей мы выбрали безвозмездное срочное пользование земельными участками, принадлежащими Некоммерческому Партнерству, членами и учредителями которого будут являться сами участники. До момента передачи земли в собственность НП, участки будут передаваться в аренду участникам на период первого этапа освоения поместья. В итоге, каждый участок оформляется таким образом, что право владения и пользования Родовым Поместьем принадлежит семье, а право распоряжения (продажи) - остается у коллектива. Таким образом, мы максимально приближаемся к идее организации поселения родовых поместий, изложенной в книгах В.Мегре, суть которой заключается в праве пожизненного наследуемого владения без права продажи.
Несмотря на то, что темпы освоения у всех разные, целью поселения является переезд всех участников на постоянное место жительства.

Практика показывает, что интересы Дачников и Поселенцев существенно отличаются, особенно на начальном этапе. Dear whoever this may concern,
My name is Jason Clarke and I hope this letter sees you very well.
Without exactly knowing which methods to take to make contact with Vladimir himself I figured I would just send a email out there in the hope that even someone like minded might read what I feel I should say.
I live in beautiful Melbourne Australia and feel very privileged to feel so connected with this very special piece of our world.
Before I stumbled upon the Ringing Cedar series (which by the way was quite a strange situation) I was not sure where my life was headed.
I'm 27 years old and consider myself to be quite spiritual, in that I love meditation and reading texts about universal consciousness and living a life I thought might be in harmony to the way the creator would have intended. Having spent some time in an ashram to better understand myself I soon realised that there had to be a more earthy way to go about my life. Sure enough as soon as I started to walk a path towards devoting my energies into the idea that I'm in the likeness of God and and all his creations are for us, the series lets say became available to me.
I feel so connected to Anastasia and Vladimir and through their words a spark of hope which sat in my heart for so many years has begun to turn into an overwhelming light. So bright that I feel such a massive and motivating urge to take responsibility and do my part for our beautiful planet. I'm proud to say that I start a new job on Monday within a conservation company planting and growing native plants. I also have begun to grow beautiful fresh fruit and veggies even though a limited space I have at my wonderful parents.
Everyday I hold in my thought my beautiful domain that I will create with my beloved and cherish the reality the future will bring to this most splendid planet.
It is with most love that I hold the series close to my heart as not only a story but an encyclopedia of valuable and most piercing life knowledge.
It will take time for Australia to catch on so I figure I should be doing something to promote the idea of Kins Domains.
I'm half way through the last volume of 8.2 and just really felt the urge to write in and see what would happen.
I'd like to express my sincere love and appreciation towards the hearts of Anastasia and Vladimir and I would hope to let them know that my light shines on the same path they are so bravely re walking.

My dad has been hospitalized for 2 months and his legs and other muscles have been stiff and cramped;
he would form himself in a fetal position. I ordered all the cedar essential oils.
I mixed them with the cedar nut oil to use as massage oil.
